it might also depend on how much sludge has built up inside the block and lower radiator tank. I would think 17 might be a bit shy. the WC raidator is exactly the same except the upper tank s much shorter than the PW. And the WC manual calls for 18 so I wouldn't be surprised if it took that much or more with the heater included.
