Maybe someone has an un-etched junk tank they can cut open and see what kind of coating is inside it. I think it's very likely to be galvanized, and any sort of acid etch at all will take the galvanizing right off. If it's tin plated, it might be safe, but if the tank is that good, why risk it? I would give it a good swishing around with a strong organic solvent like MEK to get any gum or varnish off the metal, let it dry thoroughly, and then seal it up.

Or maybe just go with it as is, if it's that good. After all, the original tanks were never "sealed" with any kind of coating. I suspect most of them rusted out because they sat for years with water in them, which is not going to happen on a nice restored truck.
