It is slightly more complicated than that, because a rolled thread comes from a smaller stock. The "shaft" will be a small diameter and the rolling process "squishes" the threads outward to achieve the final diameter (for example, a 1" shaft starts out at 0.912 and the threads are rolled out to 1"). For this reason, a bolt with rolled threads will be significantly weaker in shear than a bolt with cut threads. Also, the rolling process generally limits material strength to grades less than 5.

The single greatest reason to use rolled threads is cost savings. That's the only reason its popular in u-bolts. A grade 5 u-bolt with cut threads would be significantly stronger in every way.
