Kaegi, back when I was in the mill we would always try to shoot for a middle of spec steel, ie. if the carbon called for was from 10 points of carbon to 25 points the melter would try to end up at about 18 to20 points, (one point=one hundreth of one percent) and would do the whole range of alloys this way. our steel would always be at the middle of the range or better! the japs really worked hard at making everything at the absolout minimim, all alloys were at the very bottom of the ranges, they were alloyed to make the grade of steel, but just barely, they were also very dirty, I have been welding along and run over an inclusion and have it blow the whole puddle out in my lap, jap steel, and all of the steel out of south america is like that. still today I do not trust anything that I have to weld that is not made of domestic steel. the complaint that you make is not the first time I have heard that, even the solid bar will just crack open when bent. when you do everything cheap, you end up with cheap results, as we know from experience.
