You need to make sure your surface is uniformally flat. The best way to do that is to cover the worked area using a magic marker(red seems to be the easiest to see) or sprayable layout die. Get some steel or straight oak(saves scratches) and run it with sandpaper. this will show the highs and lows.

You have to have the waves out before hand sanding. recoat the area and repeat till it is in, then move to hand sanding.
