I have a 4bt that used to leak at the throttle (governor) shaft and I was debating just removing the cover from the pump and then fixing the seal without removing the pump. When people swap the governor spring to the 3000 rpm spring they remove the top of the pump with the throttle shaft without removing the pump. I never did this as mine quit leaking when it warmed up outside and hasn't returned.
