seems with a gear pump it will pump backward. As long as the control valve is an open center position it wouldn't build pressure and you should be okay. If the return to the tank is above the oil level you wouldn't have any oil going back backward so the pump will run without full oil but there would still be a little oil in the pump. This might be preferable to pumping oil backward through an oil filter if you have one which would happen in the return line is below oil level. Also if the return line is below the oil level and the pressure side lines are too small you may have cavitation which will damage a pump.
