I think there might be a difference between what we loosely call "cosmoline" today, which is a protective grease, and the old WWII cosmoline which had beeswax in it. The Wikipedia page isn't very helpful, saying only that the term cosmoline refers to various mixtures of oils and waxes and that with age, the oil can evaporate leaving wax which is hard to remove.

So, maybe there is no one way to remove cosmoline -- it depends on what kind you have and how fresh it is. All I know is that I've run into a lot of real old stuff that is a real bugger to get off without using heat (even with gasoline or lacquer thinner) but come off easily with a modest amount of heat.
