This sort of thing is lobbied for by some faction of the industry to pay for promotion/education about the industry. To blame on it any particular government administration is rather silly as the very industry being "taxed" has asked for it to be done.

Here's one concerning beef:

By law, all producers selling cattle or calves, for any reason and regardless of age or gender, must pay $1-per-head to support beef/veal promotion, research and information through the Beef Promotion and Research Act.
