That's a simplification, but the explination by my professors was that the factor of safety for the overall design could be considered 0.8 based on the fact that many of the underlying forumulas for the have their own factor of safety built in, sometimes on purpose, and other times just beacuse to make the calculation reasonable by hand you have to simplify it somewhat. Meanwhile the computer can do much more accurate and complex calculations and work closer to "reality".

So by hand your calculation may end up showing that the computer calculation has a FoS of <1 thanks to the fact that the computer is much more accurate than your hand calculation.

Now considering the beating some of these planes have endured I don't doubt that the FoS is greater than one for the whole plane, but on paper with a calculator and some raw formulas it may not look that way in some cases.

But of course, most people don't care about all this so someone generalizes it. It's not wrong, it's just not accurate, but for their purposes it works.
