Mechanical Engineers Question

The new 2184' Modified Network Tied Arch Concept bridge across Lake Champlain is opening today. It replaces a continuous arch
bridge taken down due to serious safety issues by controlled explosions.

The question. How do they Proof Test a bridge to know it was designed and built properly. Or is it all computer models these days ?
