I have had a 69 stock W300 dual wheel stake body for approx. 34 years and have looked at a number of W and D's over the years. I have never seen a hydrovac on one. Mine has a dual master cylinder with a vacuum boster between it and the fire wall. My shop manual doesn't show one either. This is something I have never seen. The weight capacity in the rear is a good explanation and a good idea. Must have been a dealer option or a special order. I have had some heavy loads (not a water tank) in my truck and never had any stopping problems once I got the correct diameter wheel cylinders on the rear. The larger ones made the rear dual wheels lock up on danp pavement. Unbelievably The rear ones are smaller as the truck goes from a 200 to a 300 according to the shop manual. My 71 w500 had a master cylinder and a hydrovac underneath and appears appropiate. If you can get the brakes to work satisfactorly that would be a good option. Good luck.
