I only know of one person that had budd 19.5 duals.

It was an early 60s W300 former state truck with six 19.5 budd wheels on it. The rear set had spacers between the rims so the tires wouldn't touch. All the books that I have checked list the 19.5s as single rear wheel only. I am guessing this one truck was modified for some specific purpose being that it belonged to a state office (my memory says a university maybe?). W300 Joe out of the northeast traded me the rims, he might remember more about it?

In any case, a 19.5 is not a rim you can dual without extra effort. Only the 16 split narrow lock ring dual rims and the 17.5 tubeless dual rims can do that. Even the wide lock ring W300 16s can't be set up as duals unless you use a narrow lock ring 16 dual rim as one of the pair. Even then I am not sure how well it would work. All the single wheel rims I can think of have the face of the rim inset from the outside of the bead.
