All the problems I've had on ebay have been with "business people". By that I mean "power sellers" with hundreds of listings at any given time. Problems have included bad packaging, insane hostile feedback, and lousy/no communication. The only times I've had to resort to ebay's dispute settlement process were with big-time dealers.

The "little guys" are usually honest and are trying. Sometimes their spelling or grammar aren't very good and some of them still have a bit to learn about packaging. I've gotten light stuff that was wrapped up like an Egyptian mummy and heavy stuff that was jammed into a flat-rate box with no room to spare and no padding.

I accept returns and will refund the item price if the customer pays the return freight. No one has done so. I've refunded the money on one item that turned out to not be as described (boxed air filters were rusty).

But let's think about the other end of this. When we buy a used part on ebay, we have to expect that it's going to be in used condition. A good description and photos should make that clear, but everything looks better in the photos. There's also plenty of opportunity to ask questions before buying. If the seller doesn't answer question quickly or clearly, that's a good reason not to buy from him, no matter how much you want his item. In my view it's not right to expect a refund just because once you got the part in had it looked worse than in the pictures or because it didn't fit your application even though it was accurately described in the listing.

Buyers have to be reasonable, too, and I suspect a lot of sellers, when forced by ebay to pick a return policy, chose "no returns" just to cover their "posteriors" and would still accept a return if the part really did turn out to be broken or not accurately described. What they don't want is to deal with guys like the Frenchman I sold an expensive deck of playing cards to who complained that they didn't shuffle right.
