If you recall I had rebuilt an E7S2, with integral governor. The motor would start and idle but depress the pedal and it would go no higher than idle. This is a governor with all four factory lead seals. At the time you said the springs were probably bad and we both lamented the fact that this is an original governor. Fast forward. This weekend I swapped an IAY-4004-C1 non-vac adv distributor for the IBR-4001 vac-adv that came with it. I still have the same problem with achieving higher rpm. I followed all protocols by using a vacuum gauge for major timing adjustment, lock down and minor adjustment and then carb adjustment to set it right. I hate to do it, but do you know of a source for those springs?
