So Vintage sent you a model E7T2 carb for your '49? That is a little too new if this truck is your '49 that you are talking about. Was your old carb an E7F1 or E7S1 (square top with integral governor)?
Do you have a sandwich governor underneath the E7T2? I ask because a faulty governor can cause the problem you describe. If you do have the sandwich governor under the carb, you can remove it temporarily, and bolt the carb directly to the manifold, to see if running without the governor cures the problem.
What kinds of problems was your old carb giving you, and did they send it back to you?
