I have mailed and received by mail tires several times. Last time was this summer -- Honda tires mounted on rims. Probably weighed about as much as a 9.00-16 unmounted. Cost $25 apiece to the east coast. You mail them individually to stay under their 50 lb weight limit and to avoid having to strap them together. Write a label on paper and tape it on real good with clear tape going around and around the tire. On these I also put a label on the inside of the rim in case the outer one came off. With a bare tire you could put it inside the tire.

There are probably cheaper ways if you want to look and the buyer and seller are willing to do some extra legwork, but there are post offices everywhere and USPS gets them to anybody's door, so it's a low-hassle method.
