No, you wouldn't be able to change tires.
split rims are designed so the tire cannot be removed without removing the rim first.Tires on drop center(one piece)rims can be removed from one side only.
Re 16.5 tires on split rims-If you have the rings that go into the tire a long ways,the air pressure in the tubes will exert tons of pressure to keep ring snapped in to it's groove.( 50 psi on a ring 1 in wide.16 in dia =2500lbs).Plus the bulge in the sidewall.Also the angle on a 16.5 tire is made by adding rubber to the inside, giving a greater hold on the ring.I remember seeing a tire shop in th 70's using a special machine to nibble away some of this excess rubber to do this conversion.I just wonder how hard you'd have to work to get the tire off, not if it will stay on.
