"stability papers" Sheesh... Reminds me of a big sign I saw on the wall of a sporting goods store in california (in front of the ammo): "Warning, this product contains LEAD, a substance known to the State of California to cause cancer or reproductive damage". Yeah, thanks state of California for warning me that bullets can cause cancer, at least I don't have to worry about them causing sudden and massive blood loss. So the State of NJ will make sure your truck is stable. Funny, I've never seen a top-heavy truck endanger traffic on the freeway. And if it rolls over out in the woods why should NJ care? What does endanger traffic is yuppies in their Lexuses drifting all over the lanes with one hand on the cell phone, the other hand taking notes, and their knee on the steering wheel. I guess that's harder for the NJ DMV to measure.
