Usually the constraint is $$$$$$$. Having been in the building business for well over 40 years, more often than not, that is the case.
Few people consider basements under garages, but they can be done relatively easily, as my other post to Mike shows, with the use of pre-cast, hollow core, concrete planks. Storage space equal to the size of the upper level, accessed by a simple set of stairs.
But, again, it's a matter of money.
