Ak will kill you fast in that respect with their DNR people. You might want to do a quick look at how you'll be required to manage human waste for an indication of cost.

As to what already exists, it ALREADY EXISTS, don't take that to mean Ak will be friendly to an outsider arriving to set up a new one. Fact is what you define as a home with a wrecking yard is to a native Alaskan just normal. That does NOT mean natives will look happily on your plan.
You might be far better served talking to some people who have been there more than 10 years and setting up a deal for them to handle that end of the business.

As to a "Business Plan" plans just don't work in Alaska, especially not written plans. Mother Nature is in charge of 98% of planning in Ak. and she does it her way.
The State tax structure for residents is nice though.

Transportation is an interesting issue. If you can set up a deal on backhauls from Ak you can afford transport. If not, you're screwed! I know of 2 gigantic stashes in Ak I could make good bucks from, but transport kills both deals. One bud who lives in Ancorage took his 6" lathe home as checked airline baggage cheaper than he could ship it, and hauled his D-2 CAT to Connecticut at nearly zero cost in a returning container because he had connections and time working for him.
About the cheapest and fastest transport to and from Ak is FedEx Ground. They route most packages via air anyhow to fill space on planes, and it only becomes Ground on both ends of the trip.
