Permits are going to be a real challenge - most cities/counties and states (you may need permission from both) have significant restrictions on wrecking yards, and trying to call it something else will most likely lead to problems (ask PGA about that). I would check on those issues first.

Get a CPA or expeienced business broker to review your business plan before you spend significant money.

Get a lawyer to help you set up your business entities and write out a clear operating agreement with any partners. Spend the bit of money on an operating agreement if you have partners, really.

The big challenge for mail order operations is being able to provide the goods, and doing so immediately. Use a website and keep it very current. If people get used to calling you, and you don't have what they expect, then they won't call any more. Ship immediately, and have a generous return policy. Complete advice would fill a book, and there are probably a few out there.
