question about NSM Canada sticker

My 1975 Dodge W600 Power Wagon has a round silver decal on the driver's door post. I believe its called a national safety mark. Has the words CANADA at top, TRANSPORT on bottom, CMVSS going up the left,NSVAC coming down the right side & a maple leaf in the middle containing a 3 digit number (I can't recall it). The words are written in an arc much as they are on a coin.

Does this mean the truck was once a Canadian gov vehicle, either fed or prov.? Or possibly privately owned in Canada?

Its not a Fargo.

It had a snowplow & sand spreader at one time.
