Make sure it's a legit deal and he pays you with paypal or gold coin of reputable mint. Even then, what happens when he says he never got it? I'm sure the mail is good in Germany, but I had a guy in Australia, which I thought would also be good, who was convinced that I had never shipped him some stuff he bought from me, because after 6 weeks he still hadn't gotten it. Fortunately it did eventually get there (USPS), but it can be uncomfortable on both ends when you don't know what happened.

When it comes to military stuff, almost everything is on the "commerce control list" these days. You would think M37s would be too old to matter, and maybe they are, but M35 stuff definitely isn't, and many M-series parts cross to newer vehicles as well. CCL means you need an export license and can only export to "good" countries. Some surplus dealers have gotten in big trouble so most of them now will only ship to a US address. The guy who sold gas masks to the Aum Shinrikyo (?) cult in Japan ended up getting fined something like $200,000 because even though Japan is a "good" country, he was supposed to get an export license to export "military technology" to them.

Your deal is probably just fine, but I'm telling you some of the reasons why a lot of guys just don't think it's worth the risk any more to sell ANYTHING to foreigners.
