The quality of repo parts from some vendors is terrible. There is no quality control, parts are not checked for spec when received from China, they are sold as received.
On your seat belt. Some belts, if not mounted in the operating position and BOLTED in place will not function. Something about being bolted in place allows it to function as designed. This is spelled out clearly in my 87 Corvette Shop Manual. And know what.
Hold the belt and retractor in your hand and it wont work.
