If memory serves the parts books call it an ash receiver.
This was used in the 2wd trucks from about 1954 to 1958, and again in the later 60s when the dash pad came into use.
I say ish about the starting year as there was some overlap in the trucks I have seen. I am not sure if it was dealers using up old stock, or something else.
