In California, we used to pay fees and get a new sticker for small trailers every year, just like for cars. Surprisingly, that was changed to require a PTI (Permanent Trailer Identification) sticker and a nominal fee every five years. I guess the state figured it wasn't worth collecting fees yearly on small trailers.
