After you shut down the Scout fuel should stay in the fuel bowel of The Carb. Its possible that it leaks down/ or out into the intake manifld and drys out. SO when you go to start it back up the fuel pump must fill the carb before the choke can pull it up and into the manifold to start. I would check fuel pressure at the carb on cold start up 3 to 5 pounds. Pump should pull about 10 to 12 inches of vacum on the line that goes to the gas tank. If that checks out you could run the Scout and then pull the carb off and put it on the workbench with newspaper under it and let it sit to see if it leaks down. Good Luck. Bill.
