Think of the head on the engine. The combustion chamber is near the spark plug. The chamber tapers towards the piston, leaving a smaller gap for the gasses to go through to push on the piston. That gap is the transfer slot.

Aftermarket ultra high compression heads, 13:1 or so, had such a small transfer slot that it limited high end power. Gasses just could not crowd through the slot fast enough to get good top end. The chamber looked like two holes bored is a solid block, just enough room to clear the valves, plus room for a spark plug, and the transfer slot.

Just another inherent limit to the flat head engine.
