Take the return spring out of the return line and stretch it a little(carefully). Replace the return rubber line near the firewall(diesel safe). If thats not the problem(you should do this anyway if you never replaced them)check the fuel shut off solenoid pivot joints and lube then up. If that doesn't work check the hard lines coming out of the sending unit. I have a 97 and have had every problem known to man with it. I am now ready to get a new one and learn the electronic version(with a bit of skepticism)
