One thing you didnt mention was if the steering box has been adjusted. That can eliminate wande if thats where the play is.
As to the toe in, there are lots of ways to measure it, but the M37 manual tells to measure the distance between the rims, front and rear, and thats where the 1/8" difference should be. If you extrapolate the tire diameter, the difference would be far greater than the 1/8" found at the rim. There is a military tool, that is similar to the tube and dowel method mentioned below, and it is specifically for measuring between the rims, not the tire. If you are measuring the tire itself I would think the toe in would be closer to a quarter inch.
