Could be running too lean for lots of reasons -- clogged jets, float level set wrong, weak fuel pump, vacuum leak, idle mixture screw set wrong or clogged, and probably other things.

Quick test: Does it run rough only at idle, but runs okay with the throttle wide open? If so, it's probably a vacuum leak. Try blowing propane out of a small hose around all the places where vacuum could leak like around the intake manifold, carburetor base, vacuum advance, vacuum brake booster, etc. If you find a spot where the engine speeds up and smooths out, you've found the vacuum leak. On the other hand, if it idles fine but starts missing at full throttle, then it's more likely a fuel supply problem such as clogged line or filter, weak pump, clogged jets, mis-adjusted float, etc.
