Do you mean: will the governor perform with the '57 plymouth engine, or will it perform with the carb that it is attached to? The answer is yes to both, as long as it is not a reverse rotation throttle shaft. Now that I have had a chance to study you photos more, I believe it is not a reverse rotation shaft and is correct for a Power-Wagon. It looks to me like someone unbolted the upper half of an early ET1 carb and replaced it with a newer E7F1/E7S1 industrial clone variant.

If that governor is from a Power-Wagon carb, it will work correctly with any of the Power-Wagon square top carbs. You should be able to marry it up with an ET4, E7F1, or any of the other models. Whether the engine is a Dodge or a Plymouth will have no effect as long as the manifold is correct and has the factory adaptor to turn the bolt pattern 90 degrees.
