If you have an E7S1, the velocity governor is an integral part of the carb. The carb would be useless without it and would not even be capable of mounting to the manifold as the flange on the "governor" section of the carb is the part that bolts to the manifold.

All of the integral velocity governor type carbs as used on the Power-Wagons (ET1, ET2, ET4, E7F1, and E7S1) have a common port that the crankcase breather tube threads into via brass elbow. This is located about 3/4 of an inch below the flat surface of the 4-bolt top flange, angled slightly downward, and positioned to the driver's side of the truck. This port will exit on the same side of the carb as the governor housing that contains the springs, adjusting screws, etc. If the port happens to be on the opposite side of the carb, exiting on the same side as the throttle shaft, then you have either an industrial square top carb or a carb used on some other larger Dodge truck OTHER than a Power-Wagon.
