What lead to such a high outstanding balance? Was because your friend fell behind on his payments for whatever reason? Or was it because some child support clerk "sat on" the case for some time? Depending on the answers to these questions, I suggest that your friend gets himself a good lawyer. Or at least a parilegal. One who deals with this sort of thing.
