No, I wouldn't paint over more than one or two coats. All that paint is fragile, chips would be huge.

One option is the clean-and-strip type wheels. The stuff that is like heavy duty green scrubbies used in the kitchen sink. Not cheap per each, but they don't plug up so very efficient time wise, and still efficient cost-wise. Good for smooth surfaces, edges do tear them up. I once did one whole side of a carryall, between doors in 20 minutes. Other side, with sand paper discs, took 6 hours.

I prefer the large ones on a 7" angle grinder.
