The previous owner of my truck cut off the top brake adjuster bolts on my truck because they were rusted to the point of being frozen.
So, I had to figure out a way to fix them. I Had to remover the backing plate as it was the rear axle that was involved. I bought some bolts, springs and cams from Memphis Equip or Midwest Mil, not sure which now.
Then I used a 10 ton press to swedge the tip to hold the eccentric cam in place. This process also slightly compressed the spring at the same time.
I wrote this procedure up in the PWA, it turned out well.
Welding would also work if you could get the spring in compression while you tack welded the end to the cam. You need some compression on the spring so as to provide the resistance needed to "hold" your adjustment in place as you rotate the cam.
