You might look at Hammerite found at the local hardware store in a spray can for about $9 . I knocked the loose rust off of a steel kettle I have and painted it with Hammerite and really like the results. I also subjected it to a direct flame from a weed burner type propane torch for 5 minute on and 5 minute off cycles for 6 hours. The only place where the paint came off was were the direct flame was. The Hammerite that was on the metal right next to the direct flame stayed on with no signs of distress even though it got plenty hot. I love that paint.
