Try these measurements. Between the frame rails at the winch mount it is 26 inches. At the winch mount the bolt holes in the frame are 27 and 1/2 inches across center to center. A very slight tweak to the frame is not unusual but a serious miss alignment is easy to spot.

I suspect that your winch is set up too wide and not gadge properly. Do you have the winch top plate installed on the winch? One that has not been damaged and straightened? When straightened they stretch out quite a bit and the winch will assemble too wide. These plates are essential to getting the two winch halves set up to the correct width and parallel to each other. The spreader bar at the bottom will set the two halves top to bottom parallel to each other. If the winch is set up correct the mount holes will match up.

Before you set the winch on the frame it must be set up properly with the top plate and spreader bar on the bottom on the bench. Then if there is some slight tweak to the frame don’t loosen the side mounts on the winch to make it fit as you will ruin the parallel set up. Shim a little between the mounts and the winch halves to make it align with the holes in the frame. If the frame is badly tweaked straighten the frame first.
