Heater Question..Valve on 230 flat head??

I have been running my 55 PW this winter with out benefit of heat. The mopar heater is working but it would seem there is no hot water getting to the heater. There appears to be a valve on the engine head that used to have a handle. Is this a valve? If so does anyone have a part number for a replacement? Thanks in advance for the help.
