How much would powder coating cost? and why

would old rust be better than new rust to use a covering or converter on?
We have a price and know how much it will cost to cover rust with a brush,but we have no idea how to compare its cost to powder coating as we have no idea of its cost to cover a given area and how expensive is the equipment to do it yourself?
