I was under the impression that the rust converters

were somehow simular to powder coating in that after its chemical reaction with the surface rust,it forms an airtight covering almost becoming part of the metals surface just as powdercoating adheres or is bonded to the metals surface by heat or an electical current(I can't remember which).
This was my reason for wanting to sand blast the old paint off and allow a light film of surface rust to form so the covering and converting action would be smooth, complete, for a airtight bond and seal.
Am I mistaken about how the rust converters work ?
