If you decide against sandblasting or even if you go ahead, consider using a good quality "sealer" to prevent the return of rust. Converters, in & of themselves do not prevent rust's return, therefore must be coated to accomplish that.
There are a couple of posts later today about Zero Rust and you can ask these guys about how easy ZR is to use, its effectiveness and its cost relative to other products, whether converters or coatings.
Our experience indicates that a converter is really an unnecessary step & cost and in fact can become the weak link when used prior to coating with ZR.
Check our website for info, but don't take our word for it, ask the guys right here in the trenches fighting the ongoing battle against rust.
