Isn't the moisture only a problem with the 70 series rod? But the root of the problem is hydrogen embrittlement? The water gets broken down into hydrogen and oxygen under heat, the hydrogen is more harmful than the oxygen.

Being new to stick welding, I recommend you use up all that old rod for practice.
