Both are correct depending on the year of the vehicle. If you look at the 1946 factory photos it is clear to see the bed panels were painted before assembly as the cad-plated bolts are plainly visible. If you look at the 1967 sales brochure it is clear that the entire bed was assembled prior to painting, bolts and all.

Same with lug nut studs. Not painted in early years. Painted in later years.
