That was my plan. Do the flat piece with the bottom bend. Then do the top bend and weld them together from behind.
Neighbor has a small brake that might work with the 16 ga. if not the local metal shop should be able to do it for a few $$ quickly.
Need to make some friends in the sheet-metal shop here at work!
