There are private businesses who take the paperwork to DMV. They are usually authorized by DMV to do VIN verifications, so you get that done in the process. My area has about five of these places. Look in the phone book for one near you. You should go in and ask them what they can do for you.
You pay, of course for the service. But, they have standing appointments with DMV, so they take care of all the hassle.
If things are in order, you should be able to handle the registration process yourself. Not that hard, and once you do it, you will know for the future.
If you have the title, the legible, unmolested VIN plate and a legible matching number on the frame, you should have no problem. If not, then you will have a problem. The truck has to be taken to the CHP or DMV for verification. If the CHP/DMV gives the O.K., DMV will issue a tag with a supplemental VIN number. This, will, in my opinion, reduce the value of the truck.
Remember, at each stage, you will be dealing with individuals. If you hit a roadblock, sometimes it is just best to backup (go somewhere else) and try to get a different answer from some other person. It seems like everyone should have the same answer, but that's not always the way it works.
Title, VIN plate and corresponding number on the frame are most important. I would not pay full price for any truck that doesn't have these. Even with these, full legal title can not be ensured, but it's a good start. You should satisfy yourself that the seller is in-fact the legal owner. You may end up with a nice parts truck otherwise.
