No, I don't see you paying registration unless you confess to it being on the road in CA. I didn't have to deal with that because I had a current vehicle inspection sticker in the window. Because of that, I was allowed to move it on the highway after I started the process, otherwise they make you get a one day permit in order to be legal if you get stopped. Registration shouldn't be an issue so long as you never confess to it being on the road in CA. I told 'em the truck was towed into the state on a truck, nonoperational because of brakes, and sat on private property while I made repairs til the day I stood before them. That's why I did it in stages. Never admitting it was on the road is key for no registration. They don't care about current registration in another state, only proof of ownership and transfer of ownership. I had a problem getting the pink slip from the previous state for a few months, but they guy I got my truck from was a good guy, & followed through finding it after the sale. Without a vehicle title, CA DMV said it wasn't going to issue one to me in my name. They said there was a method to register it without title, but that'd I'd never officially own it legally. All that is spelt out on DMV'S web site if you look hard enough... which I did.

The title (pink slip)has to come from an issuing state, and they don't go out of date. You might have a different owner in the title than you have on the Bill of Sale, if that' what you mean by not having a current title. In some states, they quit issuing registration after the truck is a certain age. Same with titles. That issue was addressed four or five years back on this board. The was some outfit down south that would play the game to get a current title out of their state, but luckily I didn't have to go that route. One thing was sure... if you didn't have a title with the vehicle ID number on it to match your truck, CA wasn't going to do anything to help you establish one in this state. That came out of the CA vehicle code book, and was confirmed by more than one DMV employee, all of which were very polite & helpful during the process... bu this was long before furlough days. I'm still amazed by that though. I'm used to the old days when DMV might just as well been the IRS.
