When dealing with scanners, one must be aware that the single operating frequency systems are becoming 'old iron'. As an example, here the county fire operated on 46.36 mhz. Listening to 46.36 mhz, one would hear both sides of a transmission.

Enter the new world of communications with Trunked Radio System. These system constantly transmit on different frequencies. And these frequencies are constantly changing. On top of this, some trunked systems are also encrypted. You can buy trunked scanners that will follow the trunking frequency changes. But if encryption is also used, all bets are off.

Also keep in mind that each manufacture ie, Motorola, Ericson, ETC, have their own trunking technology which is not compatible with others.

Bottom line, you may be trying to scan trunked systems with a non trunking scanner.
