If you have the manifolds surfaced, they must be assembled and done as a set. Important is to make sure the joint between both is good. General process is put gasket between inlet and exhaust manifolds, put bolts in just firm, attach to block without gaskets and tighten a little to align mounting surfaces, then finally torque the joint bolts. Loosen the bolts/nuts holding it on the block and see if the spacing is even, should be good, or do it again. When you are happy with it take it off and check with straight edge for level. Any problems get it faced, but I usually find it's OK.
